Where does tuff come from?

Tuff is a phonetic spelling of the adjective tough, several meanings of which can be employed positively, as in the term tough cookie, which refers to someone who is physically and emotionally strong. It is not hard to see this tough undergoing further expansion/broadening to a more generic term approval, with the addition of slangy spelling (which, by the way, Noah Webster himself would likely have endorsed).
